I think it's Russia or something. Look at the cop; he's like a parody of himself, like what you see Russian cops look like on American sketch comedy shows.

LOL! I just noticed that one of the cops has his phone out and is taking the guy's picture with it when he's not looking! At the 0:40 mark, watch the cop.
The guy is facing away from him, and the cop takes out his phone and snaps the guy's picture, then when the guy turns toward him, he quickly puts his phone down. That's classic!!!
